Q1. Please tell us a bit about yourself and why you are running.

A: My name is Rob Hutchins. I have lived in the valley since 1965 and although retired, I was, for 33 years, a teacher and school counselor. My wife Susan and I have five adult children and four grandchildren. My family owns and operates two businesses in Ladysmith - the Old Town Bakery and the Wild Poppy. 

For 21 years, I have served as the Mayor of Ladysmith and as a director on the Cowichan Valley Regional District. Five of those years were served as CVRD Board Chair and as co-chair of the Cowichan Watershed Board and Our Cowichan Community Health Network for the past 4 1/2 years.  

  

Q2. The community survey results placed a high priority on sustainability, in particular on protecting our watersheds, water supply and water quality, as well as on creating a more sustainable local economy. If elected, please describe what your approach would be to those issues.

A: The Cowichan Watershed Board is a model of co-operative and collaborative governance between First Nations and non-First Nations communities to improve the well-being of the Cowichan Watershed. I will continue to work towards the establishment of a Regional Water Management Authority that will provide stewardship for better management and protection of our water resources in all our watersheds. 

A strong local economy is all about diversification but as a foundation we must focus on our strengths: the forest industry, the agriculture industry and the marine sector.

We need to complete the review our CVRD Economic Development Model to ensure it is the best it can be.  

 

Q3. The survey results indicated citizens want to see more consultation and accountability between elected officials and their constituents. If elected, please describe what your approach would be to those issues.

A: Continue an open door policy and practice. Continue to encourage individual, neighbourhood, and community meetings and discussion. Foster greater connection through use of technology. 

 

Q4. What is your position on municipal tax rates and the corresponding level and allocation of services?

A: The best level of service delivery for an affordable price. Continue to advocate for alternative sources of income for local government rather than property tax. 

 

Q5. What is your vision for this area, and how would getting elected help achieve it?

A: A region that all are proud to call home. 

A region that embraces cultural diversity. 

A region that visitors from a far are delighted to visit. 

A region where we care for and respect our natural environment. 

A region where we set audacious goals such that the graduation rates from our schools not only meet, but exceed the provincial norms. Where our children enter school ready to enjoy success. 

A region where we take pride in buying local products. Where growing food and buying local food becomes a way of life. 

A region where we each take greater responsibility for our health and the health of our communities.

A region that has a thriving diverse commercial/industrial base such that our children do not have to leave home to find employment. 

I bring a wealth of successful experience in building a better community, in developing government to government relationships, and in creating viable partnerships.
